Suspensions, Fines, and Fierce Debates—NAPAS House Delivers Heated Session!

The sitting commenced at 2:45 PM with an apology for the late start. Napasite Al-ameen led the opening prayer, followed by the singing of the anthem. The roll call was taken, and the Clerk of the house read resolution of the last sitting and it was adopted with the Speaker’s endorsement.

Matters Discussed

1. Petition on Honourable Selection Process

The Clerk of the House raised an observation regarding a petition submitted by the Class of Undaunted, challenging the transparency and consultation process in the selection of honourables. The petition called for corrective measures to uphold democratic values.

The Speaker addressed concerns regarding Honourable Candidate Adedayo (Kabiyesi), stating that he had volunteered for the position and that the Electoral Commission oversaw the selection. However, Napasite Feranmi raised concerns about the commission’s transparency, describing the process as fraudulent.

Honourable Chioma suggested refunding any financial transactions involved, and the Electoral Commission was called to account. Napasite Feranmi recommended an investigation, and the Financial Secretary proposed forming a committee for the inquiry. The Speaker ruled that Honourable Candidate Adedayo should step down pending the investigation’s outcome.

2. Observations on Sitting Arrangement

The Editor-in-Chief (EIC) pointed out that the Speaker should be seated at the center of the assembly. The Speaker acknowledged this observation.

Reports and Committee Formation

1. Report on Fresher’s Week

The President presented a report on the activities and events of Fresher’s Week.

2. Formation of AIPAS 6.0 Committee

The following appointments were made:

  • Chairman: Tijani Ajibola

  • Vice Chairman: Adebayo Shukura

  • Sponsorship Lead: Adeleke Chioma

  • Publicity Lead: Ayodeji Caleb

  • Logistics Lead: Badmus Oluwapelumi

  • Welfare Lead: Ojeleke Oluwatobi

  • Secretary: Mariam Bamigbade

  • Protocol: Abisola

Hon. Ayokanmi raised concerns about the selection criteria. The President clarified that selections were based on members’ track record of service within the department.

3. Issue of Napasite Conduct

Napasite Feranmi was asked to step out due to disturbance. Meanwhile, the Welfare Director appeared to have made an inappropriate comment: "Is it because you are big?" An apology was requested, but the Speaker ruled it unnecessary.

4. Proposal for AIPAS 6.0 Constitutional Amendment

The EIC proposed including the procedure for the formation of the AIPAS Committee in the constitution, but the Speaker explained why it was unnecessary.

Budget Proposals and Approvals

1. Vice President’s Budget Proposal

The Vice President’s budget was approved, covering:

  • A pack of markers

  • A pack of refills

  • Welfare support for tutors

  • A perforator

2. Disciplinary Action Against Director of Socials (DOS)

The Director of Socials (DOS) Adedugbe Samuel was absent when called upon to discuss the upcoming Fresher’s Party, which was seen in the eyes of the House as disregard. Napasite Oluwapelumi Badmus therefore stated to a fact to his knowledge that the director socials was at the training pitch during the football match coaching the departmental team and he suggested that He most likely remained there despite knowing fully well that his attention would be needed at the Parlimentary sitting and that He himself was at the said venue but due to his attention been needed for the purpose of the inauguration of the AIPAS 6.0. Committee which he is a part of, he had to show up despite his injury during the football match, therefore the DOS, had no excuse but to be in attendance. Therefore, Honourable Chioma, stated that due to the fact that the DOS isn't a first time offender and constant infractions would just continue if a step isn't taken, moved a motion for his suspension, proposing:

  • A one-week suspension

  • A ban from the Fresher’s Party

  • A fine of ₦2,000

The Clerk of the House seconded the motion. A counter-motion was raised revising the earlier motion to:

  • A one-week suspension

  • A ₦5,000 fine

  • Permission to attend the Fresher’s Party

The House adopted the revised decision after a vote had been taken. During discussions, the DOS arrived, while he was called upon to explain/defend some portions of His budget which had not yet been earlier approved, The DOS later displayed an impolite behaviour, refusing to apologize despite multiple requests from Honourables after He had made some inappropriate statements to the Speaker of the House and the Napasites present. The Speaker therefore ruled that he must apologize to both the Speaker and the House within 24 hours.

3. Supplementary Budget Proposal

The President proposed changes to the budget, including:

  • Wristbands

  • Changing the venue to Awovarsity Hall

  • Acquiring a printer board and sticker

The House after much delibration decided to add a crest to the list of things to be made thereby giving the stalites to avenue of a choice between the option of a wristband and crest or a notebook as part of their package.

State Of The Association

The Finance Secretary reported that 90% of the budget came from freshmen’s annual dues, while 1% came from stalites. The payment deadline was set for February 8.

Any Other Business (AOB)

  • The Welfare Director asked to add an extra pack of juice to her list for the Fresher’s Party as her earlier approved budget was no longer sufficient.

  • Napasite Badmus Pelumi suggested that Honourables who have been serving for sometime should guide Newly elected Honourables on the proper conduct of the house.

  • Honourable Feranmi proposed a parliamentary workshop to educate members on House expectations.

  • The EIC emphasized accountability, raising concerns about an outstanding ₦70,000 debt from last semester’s AIPAS decorator, which was addressed by the president.

Closing Remarks

The Speaker commended attendees for their participation, noting that this was the last sitting of the semester. She gave a short exhortation before Honourable Ayokanmi moved for a motion for adjournment, seconded by Honourable Steven.

Honourable Chioma led the closing prayer, and the Sitting ended at exactly 5:54 PM.
