The NAPASITE legislative arm held its final sitting of the semester on March 16, 2026, under the leadership of the Speaker, Rt. Hon. Adegbuyi Ayokanmi. Although the meeting was initially scheduled for 12:00 pm, it was officially shifted to 1:00 pm due to ongoing examinations for Part One students. Proceedings eventually commenced at 1:43 pm with a limited number of honourable members present.
Opening Formalities
The Speaker, Rt. Hon. Adegbuyi Ayokanmi, began by apologizing for the delayed start. The opening prayer was taken by Napasite Akintunde Segun, after which the school anthem was rendered. Roll call was conducted, covering both gallerians and honorable members. The Clerk proceeded to read the resolutions of the previous sitting, whose minutes had earlier been circulated on the NAPAS platform. The motion for adoption was moved by Hon. Gbenro, seconded, and formally endorsed by the Speaker.
Dress Code, Quorum, and Constitutional Concerns
A major highlight early in the sitting was a constitutional issue raised by Napasite Akintunde Segun, referencing Section 18 (i & ii) on dress code and Section 55 on quorum. It was observed that a quorum was not met, raising concerns about the legitimacy of proceedings.
The Director of Sports admitted to being unaware of the dress code requirement but noted that he had informed the President, Shefiu Adedeji, about his dressing. Chief Justice Salako Joel strongly criticized the recurring issue of improper dressing, emphasizing that it had been addressed multiple times and should no longer persist. This led to a brief exchange between the Chief Justice and the Speaker. Napasite Taiwo supported the Chief Justice’s stance, raising concerns about both poor dressing and low attendance among honourable members, noting that these undermine their constitutional responsibilities. Napasite Segun further questioned whether absent members had formally communicated their absence, which was partially confirmed. Apologies were tendered by key executives, including the librarian, director of sports, financial secretary, and welfare officer, all promising compliance moving forward. Napasite Segun warned that future violations would attract fines, while honourable members also pledged adherence.
President’s Address
President Shefiu Adedeji appealed to members to maintain discipline and punctuality, stressing that the integrity of the house depends on members respecting laid-down rules and sanctions, including fines and formal apologies.
Welfare Report and Financial Controversies
The Welfare Officer presented her report on the Freshers’ Symposium and Orientation, stating that ₦112,500 was spent. However, the presentation quickly drew scrutiny. The Speaker raised concerns over the quality of snacks provided, which the Welfare Officer acknowledged, adding that a refund of ₦4,400 had been received. Napasite Akintunde Segun identified omissions in the financial details and requested further clarification.
In response, the Welfare Officer explained that she received ₦100,000, ₦30,000, ₦25,000, and ₦424,000, totaling ₦579,000, along with an additional ₦10,000 for welfare-related activities. Despite this explanation, inconsistencies remained. President Shefiu Adedeji clarified that ₦424,000 was the officially disbursed amount for the Freshers’ party, while additional funds were sourced from individual contributions. The issue of “Maltina” listed in the budget sparked further debate. The Speaker noted its absence during the event, prompting the President to explain that it was reserved for executive members. Honourable Rachel raised further questions, confirming it was PET, but pointed out inconsistencies in its recorded cost. Tensions escalated during the discussion as Napasite Segun raised concerns about transparency and accountability, accusing the executive of falling short of public administration ethics. A derogatory remark from the Welfare Officer intensified the situation, leading to a demand for an apology, which was issued by the Speaker on her behalf.
Legislative Conduct and Disciplinary Issues
The sitting also witnessed concerns over conduct. The General Secretary, Adebayo Shukroh, was observed sleeping during proceedings. Despite repeated instructions from the Speaker, Rt. Hon. Adegbuyi Ayokanmi, she initially refused to step out, complying only after insistence. Napasite Segun proposed disciplinary action, recommending a four-week suspension and fines to reinforce order within the house. Additionally, the Director of Socials was directed to pay an outstanding ₦1,500 balance after initially paying only ₦1,500 out of a ₦3,000 fine.
Ratification of AIPAS 7.0 Committee
One of the major decisions of the sitting was the ratification and swearing-in of the AIPAS 7.0 Committee by the Speaker.

Chief Justice Salako Joel encouraged the committee to carry out their responsibilities diligently, while Napasite Ayodimeji Caleb urged them to set a high standard, suggesting Oduduwa Hall as a suitable venue for the program.
Director of Socials’ Budget Presentation
The Director of Socials presented his financial report, stating that ₦18,800 was spent on ponmo and drinks. However, questions raised by Napasite Segun regarding the quantity purchased exposed gaps in accountability, as the Director could not provide clear answers. The report was subsequently flagged for corrections and proper balancing.
Public Voice News Agency Under Scrutiny
The Public Voice News Agency was also called out for poor attendance. The Speaker and Chief Justice questioned why only the Editor-in-Chief, Olamilekan Tofunmi, was consistently present while other members were absent. Responding, the EIC apologized and explained that the agency has been dealing with inactive members, assuring the house that improvements would be made in the next session.
Other Matters (AOB)
Several additional issues were addressed. Absent executives, including the PLO, PRO, and Assistant General Secretary, were fined ₦1,655 each, with instructions to submit proof of payment to the Clerk.
Chief Justice Salako Joel also raised concerns about the failure to hold the constitutionally required two congresses in the semester, noting that only one was conducted. He further highlighted inactivity within the judicial council.
The issue of awarding a certificate to a former Director of Socials generated debate. While the Speaker supported recognition of his contributions, opposition arose due to his prior suspension. President Shefiu Adedeji clarified that the individual must refund ₦10,000 and meet other conditions before eligibility.
The General Secretary, Adebayo Shukroh, later tendered an apology to the house following earlier misconduct, after interventions from the Chief Justice and Napasite Segun.
Adjournment
The motion for adjournment was moved by Hon. Gbenro (Deputy Speaker) and seconded by Hon. Mofeoluwa (Chief Whip) at exactly 6:40 pm. The sitting was officially brought to a close with a closing prayer by Napasite Akintunde Segun.
