The second parliamentary sitting of the semester was held yesterday, 27th November 2025, at the Administration Extension, The sitting was scheduled to begin at 2:00pm, but by 2:26pm, the Speaker had not yet addressed the House. The Speaker, Rt. Hon. Adegbuyi Ayokanmi, eventually apologized at 2:32pm for the delayed commencement. The opening prayer was led by Napasite Joel Salako, followed by the school anthem. Roll call followed, starting with the Gallerians and moving down to the Honourables.
The Clerk of the House read the minutes of the last sitting. A correction was raised by Napasite Segun, who asked the Speaker who compiled the minutes. The Clerk confirmed that she had done so. He noted that the keynote presentation jointly delivered by himself and Napasite Joel was omitted. He emphasized that moving forward, proper minutes should be written instead of “half minutes.” The Speaker apologized on her behalf. The motion for the adoption of the previous minutes was moved by Napasite Segun.
Next on the agenda was the swearing-in of the Newly appointed General Secretary and Director of Sports from Part 4 Constituency respectively. The oath was administered by the Chief Justice, Napasite Joel Salako, in the absence of the Staff Adviser of the association.
The budget defense followed. The Editor-in-Chief of Public Voice News Agency was invited to present the agency’s budget, but it was rejected because it was not in printed format, as required by the Speaker.
The President then came forward to present his proposed budget. He was met with questions from Napasite Segun, the Class Rep of Part 4 Constituency, who expressed displeasure at the limited copies available and raised concerns about transparency. He also sought clarification on discrepancies between the figures printed on the documents and what the President read out.
Key Items in the President’s Budget
The President proposed that staylites pay ₦3,000, which was strongly objected to by Napasites and several Honourables.
He also stated that the freshers’ package would include books, wristbands, and other items. After extensive deliberation, the House approved 150 books.
General Secretary’s Budget
The General Secretary presented her budget. The House raised concerns over a listed item — letterhead design costing ₦7,000. The President stated that the design had already been completed and paid for, while the Speaker noted he had not approved it. The proposal generated uproar.
Napasite Keshinro questioned the purpose of envelopes in the budget and also asked about the association’s renewal fee. The General Secretary, Shukuroh, explained that outgoing letters needed proper “housing,” and that the association renewal is required every session.
Vice President’s Budget
The Vice President presented the tutorial budget. Napasite Adebanjo asked about tutor welfare, questioning whether external tutors were involved and why welfare funds were necessary.
Hon. Stephen queried the proposed ₦10,000 welfarism budget, noting that the previous administration managed with ₦3,000. He stated that the proposed figures did not align with actual needs.
Constitutional Matter Raised
Shortly after the Vice President’s presentation, Napasite Segun raised a constitutional matter citing Section 18(1) of the NAPAS Constitution on parliamentary dress code. He questioned why some Honourables were not properly dressed as mandated by the Constitution.
Director of Sports’ Budget
The Director of Sports presented his budget, but multiple items were scrapped. He was instructed to return with a revised proposal.
PRO’s Budget
The Public Relations Officer presented a concise proposal:
– ₦70,000 for graphics
– ₦30,000 for airtime and subscription
EIC Tofunmi questioned the high cost of graphics. Napasite Ademuyiwa commended the briefness of the proposal but pointed out the need for clarity. The Speaker directed the PRO to revisit the budget.
Public Voice News Agency Budget
The EIC of Public Voice presented the agency’s budget. Some items were rejected by the House. Hon. Chioma suggested that costs relating to paper and printing be removed as these can be handled by the President’s office.
Executives’ Budgets
The Speaker of the Accounting Department, Badejo Abdul-Fawaz, was recognized. Other executives—the Librarian, Director of Socials, and Welfare Officer—also presented their budgets. Several items were scrapped to reduce cost, and the Director of Socials was asked to return with a revised proposal.
Financial Secretary’s Budget
A contentious item receipt design did not sit well with the House.
Honourable Rachael questioned why the budget included “design for receipt,” stating that carbon copies already exist and could be used instead of developing a new design.
The Financial Secretary explained that no existing design was available for printing, hence the need for the design charge.
AOB
The Chief Justice, Joel, raised another constitutional issue, citing Section 63 on congressional sittings. He noted that the President had failed to hold a Congress in six weeks, violating constitutional expectations. The President apologized, explaining that he had been occupied with departmental errands, and promised to hold a congress soon.
He also highlighted the poor attendance of Honourables, noting that only 7 out of 12 were present, with some leaving before the sitting concluded. The Speaker apologized and assured that measures would be taken to bring the House to order.
The motion for adjournment was moved by Hon. Chioma Adekoya at 6:29pm and seconded by the President, Akeem Adedeji. The meeting closed at 6:30pm with a prayer by the Financial Secretary.
